The government has recently prioritised collaboration with international higher education institutes and clarified the guidance /criteria for those looking to set up a branch campus there.

The opportunities in the Vietnamese higher education system for British companies and universities can be broken down as follows:

• Joint programmes with local universities in Vietnam;
• Setting up independent campuses in Vietnam;
• Recruitment of Vietnamese students to study at UK universities; and
• Research collaboration and provision of training to Vietnamese companies.

Education is a priority in the UK-Vietnam strategic partnership, presenting major strategic and trade opportunities, and Vietnam one of 5 countries in ASEAN and Asia prioritised for building bilateral education partnerships under the UK’s International Education Strategy.

The UK/Vietnam FTA from 2021 commits Vietnam to fully open (including cross-border mode) higher education services, adult education services and foreign language training to UK suppliers, including English Language Training (ELT) for academia and industry.

Directive 91, issued by Vietnam’s Ministry of Education and Training (MOET), marks a strategic shift towards adopting English as a second language within the national education system. This directive underscores the government’s commitment to enhancing English language proficiency across all educational levels, aiming to better prepare Vietnamese students for global integration and competitiveness.

• Nearly 60 percent of Vietnam's population is under 35 years old with more than 20 million students across all education levels, creating a substantial demand for educational services. Young Vietnamese are eager to gain skills that meet the evolving demands of the labour market, particularly in high-growth industries.
• A rising local middle class prioritizes quality education, including international standards and pathways to overseas study. Vietnam has seen robust demand for private billingual / international education institutions and vocational schools in the past few years, especially after Decree 86, issued by the Vietnam’s Minitry of Education and Training, (2018) allowed the increase up to 49% on enrollment of local students at foreign-owned school.
• As Vietnam’s economy diversifies, demand for skills-based education is expected to increase, fuelling growth in vocational training, STEM fields, and digital literacy - areas where foreign investment can make a lasting impact.
• Additionally, Vietnamese families are increasingly seeking high-quality education, spurring demand for international and bilingual schools that blend global curricula with Vietnamese cultural studies, offering a balanced educational experience.
