Adam Rushton Deputy head of the Prisoner Policy and Human Rights Team Adam is the Deputy Head of the Prisoner Policy Team, his second FCDO consular role. Adam has also worked at the Ministry of Defence and the Department for Science, Innovation and Technology. Prior to joining the civil service in 2019, Adam worked for two years as a prison officer at HMP Brixton in South London. During his time in the Prison Service, he completed a master’s degree studying custodial environments. This included field research into prisoners’ experience of mandatory drug testing in English prisons. | |
Alison Tharby Regional Prevention Advisor Based in Alicante, Alison works as part of the EuroAsia and Europe South Network Team and the Global Prevention Network. She supports colleagues across EAN and ESN to deliver on the prevention strand of the consular strategy. She is passionate about prevention and how a behaviour change mindset can help teams make a real difference. | |
Angelika Chraska-Pongo Regional Crisis Advisor, EuroAsia Based in Budapest, Angelika is part of the EuroAsia and Europe South Network team. She is responsible for crisis preparedness, including arranging semi-live crisis exercises across EAN posts and ensuring posts complete their Crisis management plans. | |
Annika Dann Consular Social Work Advisor (Child welfare & safeguarding) Annika is one of four specialist social work advisers to the FCDO, and her specialism is child welfare and safeguarding. She previously spent four years as Pro Consul in Quito, Ecuador before returning to the UK to train as a social worker. Annika then worked in a frontline child protection social work team in London, before returning to the FCDO in her current role in May 2023. | |
Christine Ringham Learning and Development Officer Christine joined the FCO in 1988. She has been on postings to UKDel NATO, Brussels and British Embassy Prague as well as various temporary duties. Christine also accompanied her husband on his postings to Hanoi and Dhaka where she worked as a country-based member of staff. Following a period of SUPL, Christine resumed work in the FCO in 2016 as CCT desk officer covering in-country case work for Europe South. In 2019 she joined the Consular Learning Team. | |
Christopher Dowers Consular Regional Operations Manager DACH + Ukraine Based in Munich, Chris is the regional manager covering Germany, Austria, Switzerland, Ukraine and Liechtenstein. He has been CROM since 2020, and prior to this he was Vice Consul in Munich, having joined the FCDO in 2012 - meaning he has a lot of frontline consular experience. He has lived in Germany since 2010, enjoys travelling, especially to Formula 1 races - which aren't everyone's cup of tea! | |
Christopher Gray Human Rights Advisor Chris is a Consular Human Rights Adviser, seconded from Prisoners Abroad to the Consular Directorate in London. He has been with the FCDO since January 2024. Prior to this job, Chris was in academia. He had recently completed a PhD in international human rights law, and has previously taught law at the University of Bristol and the University of The Gambia. He has also worked with UN human rights, a range of civil society organisations, and as a consultant. | |
Daniel Lockwood Consular Regional Operations Manager, Central Europe & The Netherlands Based in Bratislava, Dan is the regional manager covering The Netherlands, Slovakia, Poland, Czech Republic and Hungary. His previous employment roles vary from managing all the cruise itineraries and logistics for river cruises along the Danube and Elbe, to selling chocolate whilst working at Kraft foods. Dan also has a vast amount of experience working with vulnerable teenagers in a social care environment. | |

Fiona Maxton Consular Regional Operations Manager Russia, Central Asia, Caucasus Fiona became CROM for Russia, Belarus, Georgia, Armenia, Azerbaijan, Uzbekistan, Turkmenistan, Kyrgyzstan, Tajikistan and Kazakhstan in January 2022. Fiona has had previous consular roles within the FCDO in Ukraine and Croatia, and she has been Deputy Head of Mission in both Tashkent and Valletta. | |
Fleur Willson Consular Regional Director, Europe South Network Fleur took on the role of CRD to Europe South in July 2021, prior to this she has had many other roles during her 12+ years of service in the FCDO including Deputy head of mission in Tripoli, team leader at the Global response centre (GRC) and consular crisis coordinator in Paris. | |
Fraser McDougall Head of the Consular Contact Centre Fraser is based in Abercrombie House and is currently the Head of the Consular Contact Centre (CCC) having recently started at the end of Summer. He says that it is a fantastic role and he gets to work with such a diverse range of colleagues across the network. Prior to this role, Fraser was based at the Embassy in Dublin, where he worked on Foreign and Security policy. Before that, he was in consular focussing on Citizens’ rights following the UK’s Exit from the EU. | |
James Moody Consular Regional Operations Manager Nordics, Baltics & Ireland Based in Stockholm, James is the regional manager covering Denmark, Estonia, Finland, Iceland, Ireland, Latvia, Lithuania, Norway and Sweden. Prior to this he was Vice Consul in Stockholm and has been working in consular for around 17 years. He hails from Glasgow, Scotland and will have been living in Sweden for 30 years this year. He says he only meant to stay for 3 months but fell in love with the weather! | |
Jamie Rix Consular Casework Manager for Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden Jamie is the Consular Casework Manager for Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden, based in London. He joined the FCDO on a deployment from HMRC in April 2023 and became a permanent employee in April 2024. He previously worked for the Surge and Rapid Response Team at HMRC, who help support government departments during crisis situations and peaks in service demands. This included working for HMRC on the Tax Credit Helpline and with the Department for Food, Environment and Rural Affairs (DEFRA) during the Avian Influenza outbreak. | |
Joseph Horbacki Deputy Team Lead GRC Joseph has been in the FCDO since 2002, his first overseas role was Consular Attaché in Islamabad covering FVP passport applications and forced marriage. Joseph re-joined Consular in 2010 as a CCT caseworker covering casework for most of Europe including, France, Cyprus, Greece and Turkey. He was also a WDO in GRC covering calls on cases from around the world including the Iberian Peninsula. He was then a Duty Officer in GRC; Vice Consul Bangkok/ APAC network; and then Vice Consul in Beijing. Joseph returned to UK in July 2023 to be a Duty Officer in GRC again and has been Deputy Team leader In GRC since July 2024. | |
Laura Caffrey Network coordinator, EuroAsia & Europe South Based in The Hague, Laura is the network coordinator for both EuroAsia and Europe South consular networks. Her role largely focuses on organising events and arranging logistics for conferences, workshops, meetings and training sessions across the networks. Prior to this, she worked as a consular officer in Amsterdam for 4 years and was involved in a number of consular crisis response deployments. | |
Louise Ellis (from April 2025) Consular Regional Director EuroAsia Louise Ellis has been the British Deputy High Commissioner to Uganda since September 2020. Prior to this appointment, she was Head of the Commonwealth Unit in London and was part of the Commonwealth Summit Unit in the Cabinet Office which organised CHOGM 2018. Louise joined the FCDO in 2003. She has previously served overseas in the British Embassy in Tunisia. In London, Louise has served as the Assistant Private Secretary to the Minister for Africa, the Caribbean, Overseas Territories and the UN. She has also worked in the Overseas Territories Directorate and Africa Directorate. | |

Pamela Deegan Consular Regional Operations Manager France, Belgium & Lux Based in Paris, Pam became CROM to France in 2017, adding Belgium and Luxembourg to her region in 2020. She previously held consular roles such as Vice Consul in Lille and then Paris. She is one of the longest serving consular staff in EuroAsia and has seen a huge change over the years to how we deliver our work and how we have become more professional at it. She was a change agent involved in the development of the first consular strategy and has been involved in many crises over the years. | |

Samantha Job His Majesty's Ambassador to Sweden Samantha has been a career foreign service officer since 1992. She has worked on geographical issues from South East Asia to the Middle East and thematic issues from war crimes to how to use social media in foreign policy. A theme of her career has been security policy, where she has led policy formulation on counter-proliferation, EU Security and Defence Policy and counter terrorism. Her work has taken her to Thailand and the UK’s Mission to the UN in New York, where she was the counter terrorism and counter proliferation specialist. | |

Sarah Price Head of Strategy and Network Department Sarah has worked mostly in Europe; earlier in her career in Prague, then later as DHM Belgrade, and most recently as HMA Helsinki. Her jobs in London have covered EU, arms control and the Middle East. Suzanne Bastin Assistance Policy Team Leader Suzanne has very recently started working as the Assistance Policy Team leader. Replacing Clive Correa. The Team covers general consular policy, covering everything from eligibility through to the thematic assistance policy areas (victims of crime, rape and sexual assault, death, missing persons etc.) as well as our financial assistance policy - emergency loans and the Vulnerable Persons’ Fund.
