Russia’s war of aggression against Ukraine demonstrated clearly that foreign information manipulation and interference (FIMI), including disinformation, is a fundamental threat to our values, stability and democratic systems more broadly, but also very directly to the EU’s Common Foreign and Security Policy (CFSP). The EEAS, and the EU as whole, has invested significantly in addressing this issue, not least with the development of a dedicated FIMI toolbox.

To discuss latest developments in the EU’s fight against FIMI and to bring the international community countering FIMI closer together, the EEAS is organising a public conference titled “Beyond Disinformation: EU Responses to the Threat of Foreign Information Manipulation” on Tuesday 7 February 2023 in Brussels.

This conference will provide an opportunity to present and unpack in more detail the four pillars of the FIMI Toolbox: situational awareness, resilience building, disruption and regulatory responses, and diplomatic responses.

The event will be joined by relevant staff from the EEAS, EU Institutions, Member States, like-minded countries, stakeholders from relevant international fora, civil society organisations, and select journalists.

To reach out to a bigger audience than the venue can facilitate, the public event will be live-streamed, but will remain in-person in format. Journalists will be present throughout the conference.
