The Department of Business Reforms and Transformation (DBRT) is an organ of the Kenya Government under the Ministry of East African Community and Regional Development. DBRT is mandated to spearhead coordinated implementation of Kenya’s Business Climate Reforms & Transformation Agenda across all levels of the National and County Governments. DBRT works with the private sector through their representative associations to identify bottlenecks in policies, laws and administrative processes that affect the Ease of Doing Business and private sector competitiveness.
DBRT also works with government process owners to develop and implement impactful reforms in public service delivery processes. Where such reforms require changes in laws, DBRT coordinates with the legislature to ensure that they are passed and implemented in time. For reforms on access to justice for businesses, DBRT coordinates with the judiciary through the office of the Chief Justice to ensure review of court processes and speedy implementation.
Over the years, the Department has been responsible for the amendment/enactment of various business and tax laws that have significantly improved the business and investment climate in Kenya. DBRT remains committed to ensuring impactful reforms in government policies, laws and processes to transform public service delivery and create a friendly, efficient, predictable and globally competitive environment for the private sector in Kenya.
