Roger Stringer

Her Majesty’s Ambassador to the Republic of Angola - UK Department for International Trade

Roger Stringer MBE has been the Her Majesty’s Ambassador to Angola and São Tomé e Príncipe (non-resident) since January 2022. Mr Stringer spent 4years in Pakistan as Political Counsellor at the High Commission in Islamabad, 2017 – 2021. His previous postings were in Paris (2012 – 2015), Kabul (2010 – 2011), Pretoria, (2007 – 2010), Islamabad (2006 – 2007) and Baghdad (2006). Before joining the Foreign, Commonwealth and Development Office (FCDO) in 2004, Mr Stringer was an infantry officer in the British Army, seeing active service within a variety of theatres including Afghanistan, Iraq and Kosovo. Mr Stringer was appointed as a Member of the Order of the British Empire in 2007 for service in Iraq.

Rui runs the largest fixed income mutual funds business in Angola with a track record of US$300 million of assets under management (AUM) servicing a solid client base including high net worth individuals and institutional investors. As CEO he is responsible for the organization’s overall strategy, investor relations, institutional sales and investment strategy. Rui’s career spans over 10 years of experience in capital markets, specialized in structured products, credit, fixed income and technical analysis. 

Prior to BFAGA, he has been involved in project finance transactions for infrastructure development, capital raising and debt restructuring, where he originated and executed transactions with Development Financial Institutions, Sovereign Funds and leading international corporate lenders. Projects include: the launch of the Angola Securities Exchange, the capital raising for the US$3 billion Angolan Eurobond; and more recently, as an adviser to the Food and Agriculture Organization of the United Nations (FAO) he is supporting the structuring of the SADC Agriculture Development Fund. Started his career in wealth management at Citigroup and later at Morgan Stanley where he helped service a client base of 450 households with US$400 million of AUM. 

Rui also volunteers as a Board Member at USA based Berkeley College Foundation, UK-Angola Chamber of Commerce and Cubri Services, a crypto assets advisory firm. 

His work has been editorially featured or cited on CNBC Africa, Said Business School, Imperial College London, AFSIC and African Private Equity & Venture Capital Association.

Rui currently reads Investment Management & Machine Learning at EDHEC Business School; CFA Certificate in ESG investing; holds a PGDip in Strategy & Innovation from University of Oxford; read MSc Finance at Imperial College London; a Bachelor’s degree in Management from Berkeley College; and, professional training programs in securities operations and investment at ICMA, CISI and LSEG Academy.
