THE 26TH UZBEK-BRITISH TRADE & INDUSTRY COUNCIL (UBTIC)

UBTIC will bring policymakers and business leaders from Uzbekistan and the UK, to network and discuss bilateral trade.
Uzbekistan is a rapidly developing country and fast growing market, with a booming construction sector and ambitious plans to privatise around 1500 state owned companies. Total trade between the UK and Uzbekistan increased 2.4 times in 2021 and reached $435 M. The Uzbek government's reforms have resolved the problem of currency conversion, obstructive bureaucracy, issues with protecting property rights. Customs procedures and certification requirements have been greatly simplified and other non-tariff barriers were removed, making the country much more attractive for doing business.
The UBTIC program includes four sectorial sessions on (i) Financial & Professional Services, (ii) Infrastructure & Construction, (iii) Education, and (iv) UK’s Generalised Scheme of Preferences (GSP). These sessions will outline the country’s ambitious privatisation agenda, the IPO plans of the largest companies in Uzbekistan, multibillion PPP and infrastructure projects (new airports, roads, railroads, water management facilities.), education opportunities (preschool, secondary, higher) and the overall business environment.
FPS: Ambitious plans of the Government of Uzbekistan to privatise some 1,500 state-owned companies and conduct IPO of the largest 15 SOEs in 2023-2024. Excellent opportunity for professional service providers such as financial advisers, ESG and management consulting firms, auditors and law firms.
EDUCATION: Uzbekistan is home to more than 35 million people, 55% of whom are under 30 years old. English language proficiency is increasing and a reform of the education system, based on international best practice, is underway. The demand for TNE exists and will continue to grow. For instance, in 2022, more than 1 million people applied for only 150,000 available places in the higher education sector. Uzbek private and public universities, as well as a rapidly growing number of private schools, are particularly interested in partnering with British educational institutions.
INFRASTRUCTURE: Uzbekistan is facing a construction boom. The country is currently experiencing the largest infrastructure needs in the region, especially in energy, transport (airports, roads, railways), major tourism and sport facilities, as well as water and waste water projects. In the next few years alone, Uzbekistan plans to launch at least 28 large PPP projects worth USD14 billion, including the construction of the new Tashkent International Airport.
GSP/DCTS: In 2021, Uzbekistan became the first country admitted into the UK’s Enhanced Framework under its independent Generalised Scheme of Preferences (GSP). This allowed 91% of goods to be exported to the UK at zero tariff rate. The UK has now announced that the “Developing Countries Trading Scheme” which will replace the UK’s current GSP in 2023. The session will cover changes regarding the UK’s preferential trading scheme and its conditions, tariffs, goods graduation, and requirements for rules of origin.
